二、申請人的資格要求

1.滿足《中華人民共和國政府采購法》第二十二條規定；

2.落實政府采購政策需滿足的資格要求：滿足下列條件之一：

①供應商將采購項目分包給中小企業的，分包意向協議中中小微企業合同金額達到40%（其中預留給小微企業的比例不低于70%）；

②供應商所提供的服務為中小微企業、監獄企業或殘疾人福利性單位承接。

3.本項目的特定資格要求：供應商須同時具備以下（1）和（2）：

（1）具備以下條件之一：①建設工程質量檢測機構專項資質證書（專項資質須同時包括：建筑材料及構配件、地基基礎、主體結構及裝飾裝修、鋼結構）；②建設工程質量檢測機構綜合資質證書。

（2）檢驗檢測機構資質認定證書。

1．本項目落實節能環保、中小微型企業扶持等相關政府采購政策。

2．本次公告同時在安徽合肥公共資源交易中心網站、安徽省政府采購網、安徽省公共資源交易監管網、全國公共資源交易平臺上發布。

3．供應商應合理安排采購文件獲取時間，特別是網絡速度慢的地區防止在系統關閉前網絡擁堵無法操作。如果因計算機及網絡故障造成無法完成采購文件獲取，責任自負。
