采用單一來源采購方式的原因及說明：我單位委托山西昊運項目管理有限公司代理2025年艾滋病防治專項資金項目采購，項目資金預算599,936元，采購核酸檢測試劑172盒，用于檢測血液中的乙型肝炎病毒、丙型肝炎病毒、人類免疫缺陷病毒（艾滋病病毒）。山西昊運項目管理有限公司分別于2025年6月15日 、2025年7月8日兩次在山西政府采購網云平臺上發布公開招標公告，項目編號分別為：1403992025AGK00070、1403992025AGK00098 ，在遞交投標文件截止時間內兩次都只有“上海科華生物工程股份有限公司”一家供應商上傳標書參與解密投標文件，因有效供應商不足三家，兩次招標均已廢標。2025年8月8日經站長辦公會討論、支部委員會研究，現提請市衛生健康委員會黨組批準上述核酸檢測試劑采購按照單一來源程序進行采購。
